is it 25" for the spine or the height?

How thick is this? I'm looking for something more structured than a baby pad, but not super thick. Thanks!

BEST ANSWER: This is not a thick pad - well structured and fits my large warmblood very well. The line fits her back and so the pad does not bunch or pull in front of the girth.
I am looking for the Roma Lite pad. Is this the same thing by a different name?
