are the holes large enough for the horse to get some grass?

BEST ANSWER: Yes! They can only get a few blades of grass at a time through the hole, which really slows down consumption.
Is pony size between yearling and horse?

Can I order just the padded straps?

BEST ANSWER: No they make these so they do not come apart, and parts can not be replaced. Once the muzzle wears out I buy a new one. For padding I use the fleece halter covers.
