Great Bag, Bad Design
I could not get this bag to fit behind my western saddle. The grommets were at the wrong place to tie down with my saddle strings, The bag did not come with a strap to attach to saddle dees or cinch ring. No matter how I tried to fit it, the bag tipped "pockets face down" behind the cantle onto the saddle blanket. I returned it.

great cantle bag
I used promotional dollars to buy this, so the price was great! This cantle bag is built to last. what doesn't show is a carry strap on the back, which will be against the saddle. Good idea to be able to carry it when off of saddle. Also, the 2 front small pockets have another small zipper in front of them, making a great space to store smaller items that get lost in the big bag, some larger carabiner hooks would fit. Plenty of grommets to secure to most any type of saddle.

Good cantle bag, no problems
Cantle bag fits nicely on my saddle and stays in place with minimal to no bouncing. Main pocket is big enough to carry lunch or a couple water bottles plus some other supplies. Smaller pockets on outside of bag are great for the little things that tend to get lost in big compartments.

Perfect Fit Cantle Bag
This cantle bag has 2 outer pockets that zip close, and the inside of the bag is insulated, but not heavy. It fits very well on my western/trail saddle.

The traditional saddle bag attaches to the rear of the saddle and extends beyond the saddle pad. When loaded up sometimes it can chafe. This is a nice compact bag that sits in the niche between the cantle and saddle fenders. Does not extend beyond the pad and holds all the necessities.

BEST ANSWER: They are to tie the cantle back down to your saddle. Unfortunately, they are not really in the right place for any of my saddles, and the fact that they are not sewn down against the cantle bag means that the whole thing shifts around a lot. I ended up having to use the side rings and another set of leather ties to pull it tight around the saddle so it doesn't flop all over the place. Although I like the bag itself, the design for attachment makes it very unwieldy. I would not buy this design again.

BEST ANSWER: I agree that this cantle bag is very badly designed to attach to the saddle. The four grommets are useless. I tried it on a western, australian and english saddle. Even if I managed to get it almost secure on my western saddle, the two back pockets ended up face down and not easily accessible. I was so frustrated with it that I sent it back.
