Zareba 4ft Step In Poly Post Each
Quickly set up fencing in any outdoor area with these step-in poly posts.  Posts feature a step-in flange with anti-rotation spike to secure it in the ground as well as 8 clips that are big enough to hold up to 2 inch poly tape.  To install, just set up your fence perimeter with the step-in posts and then run your fence line  between them.  Posts can also be sued to set up perimeters for crowd control, construction zones or property marking.  Step-in posts can also hold decorations or serve as vegetables or plant stakes.  Constructed of durable polypropylene and steel, these posts will last and can be easily installed and removed.  Clips are set at following height(measured from top of the step-in flange):  5 in, 9.5 in, 12.5 in, 17.45 in, 21.45 in, 26.75 in, 30.10 in, 35.25in.

Would these be safe for a rider to use as a temporary riding arena?

BEST ANSWER: I think that depends on your horse - I just use step in posts to divide (cross fence) pastures, and initially it's electric. If your horse respects fencing, it should work - and if a horse does run through it, it easily breaks without causing injury.
how many poles per foot of tape do I need?

BEST ANSWER: I don't put them more then 10 feet apart myself. These are just step in posts and they are not as well-rooted in the ground as conventional posts.
Exactly how high is the fence above ground? Is it 4 ft high including the step-in or 4ft plus the step-in?

BEST ANSWER: The post is 6 inches into the ground and then the 4 foot above ground is the measurements from the manufacturer
